The Escalating Crisis: Nepal’s E-waste Problem
Nepal is currently navigating a significant environmental challenge as electronic waste (e-waste) generation surges. Driven by rapid urbanization and a national transition toward clean energy, the country produced an estimated 42,000 tons of e-waste in 2023, a volume projected to reach 69,000 tons by 2026. Currently, more than 95% of this waste is processed by the informal sector using unsafe methods such as open-air wire burning and acid leaching, which release toxic heavy metals like lead, mercury, and cadmium into the soil and water.
Defining Extended Producer Responsibility (EPR)
Extended Producer Responsibility (EPR) is a policy approach based on the "polluter-pays" principle. It fundamentally shifts the legal and financial responsibility for a product’s end-of-life (EOL) management from local governments and consumers to the producers, importers, and brand owners (PIBOs). By mandating that those who profit from the sale of electronics also manage their disposal, EPR creates a structured system for sustainable waste management.
How EPR Specifically Improves E-waste Management in Nepal
1. Formalizing Infrastructure and Attracting Investment
A primary barrier to formal e-waste management in Nepal has been the lack of policy clarity, which hinders private investment. For example, formal entities like Doko Recyclers have struggled to secure major international investments for high-tech facilities, such as lithium-ion battery recycling plants, because there was no regulatory assurance of a return on investment. Implementing an EPR framework provides the guaranteed revenue stream (through EPR fees) and the regulatory stability needed to attract capital for sophisticated recycling technologies.
2. Eliminating "Cherry Picking" and Managing Negative-Value Waste
The informal sector currently dominates collection because it practices "cherry picking"—extracting only high-value metals like copper and aluminum while dumping or burning hazardous remnants like toxic glass, plastics, and polyurethane foam. EPR improves this by mandating the management of the entire device. It utilizes financial mechanisms, such as Advanced Recycling Fees (ARF), to subsidize the processing of negative-value items that are otherwise too expensive to recycle safely, such as optical fibers and mercury-containing bulbs.
3. Formalizing and Protecting the Informal Sector
Rather than displacing existing waste workers, a robust EPR framework aims to integrate and formalize them. By providing training, protective equipment, and financial incentives, the system can leverage the extensive door-to-door networks of informal collectors while ensuring they adopt environmentally sound practices. This transition not only improves recycling rates but also protects the health of thousands of workers.
4. Promoting Eco-Design and a Circular Economy
EPR incentivizes producers to design products that are more durable, easier to repair, and less toxic. When producers are responsible for recycling costs, they are financially motivated to reduce hazardous substances (RoHS compliance) and increase the recyclability of their components. This shift fosters a circular economy in Nepal, where valuable materials are recovered and reintroduced into the manufacturing chain, reducing the need for imported raw materials.
5. Establishing Accountability Through Data and Tracking
Currently, Nepal suffers from a lack of data on e-waste volumes and transboundary flows. The proposed EPR framework includes the creation of a centralized digital database and a mandatory registration system for all PIBOs. This ensures that every electronic device imported into Nepal is tracked from sale to disposal, preventing illegal dumping and the unregulated movement of hazardous materials across borders to India.
The Path Forward: Pilot and Implementation
To ensure success, experts recommend a phased implementation plan. This begins with a pilot project focused on e-cooking devices, such as the 500,000 stoves planned for distribution under the Green Climate Fund. By testing collection and financial models on a specific product category, Nepal can refine its strategies before scaling the EPR framework nationwide to include all electronics, from mobile phones to EV batteries. Through this coordinated effort, Nepal can safeguard public health and transition toward a sustainable, green economy.
