The Nepal Waste Crisis: A Growing Challenge

Nepal is currently facing a rapid surge in electronic waste (e-waste) generation, driven by increasing urbanization, rising incomes, and a national push for clean energy transitions. According to the Global E-Waste Monitor, Nepal produced 42,000 tons of e-waste in 2023, a massive increase from 13,000 tons just a decade prior. This volume is projected to reach 69,000 tons by 2026.

The crisis is further intensified by the massive growth in Electric Vehicles (EVs) and e-cooking initiatives. Nepal imported 11,466 electric four-wheelers in the 2023-24 fiscal year alone, and the government plans to distribute 500,000 e-cook stoves through programs like the Green Climate Fund. Without a formal management system, these devices risk leaking hazardous materials like lead, mercury, and cadmium into the environment. Currently, more than 95% of e-waste in Nepal is handled by the informal sector, which often uses unsafe methods such as open-air wire burning and acid leaching to extract valuable metals like copper, while dumping toxic remnants in landfills or waterways.


What is Extended Producer Responsibility (EPR) and How Does it Work?

Extended Producer Responsibility (EPR) is an environmental policy approach that fundamentally shifts the responsibility for the end-of-life management of products from local governments and consumers to the producers. First devised in Germany in the late 1980s, it is based on the "polluter-pays" principle. Under this framework, manufacturers, importers, and brand owners (PIBOs) are legally obligated to ensure their products are recovered, recycled, or safely disposed of once they become waste.

EPR typically works through several mechanisms:

  • Deposit-Refund Schemes (DRS): Consumers pay a small surcharge at purchase, which is refunded when they return the product to an authorized collection point.
  • Advanced Recycling Fees (ARF): A fee is levied at the point of sale to fund post-consumer waste management.
  • Regulations and Performance Standards: Governments set specific targets for collection and recycling that producers must meet based on their market share.


Stakeholder Roles in the EPR Framework

An effective EPR framework in Nepal requires the active collaboration of diverse stakeholders:

  • National Government: Responsible for enacting dedicated EPR legislation, establishing a central database to track imports (EEE), and providing technical standards (SOPs).
  • Producers, Importers, and Brand Owners (PIBOs): Must establish take-back systems, meet recycling targets, and finance the system through "EPR fees".
  • Local Governments (Municipalities): Facilitate on-ground collection hubs and lead public awareness campaigns.
  • The Informal Sector: Crucial for door-to-door collection. The framework aims to formalize these workers by providing training, equipment, and financial incentives to stop hazardous practices like cable burning.
  • Consumers: Play a vital role by choosing to return used devices to authorized centers rather than hoarding them or selling them to unregulated hawkers.


How EPR Could Specifically Improve E-waste Management in Nepal

Implementing EPR could be transformative for Nepal for several reasons:

  1. Formalizing Infrastructure: Nepal currently lacks large-scale formal recycling facilities; companies like Doko Recyclers currently manage less than 0.01% of the total waste. EPR would provide the guaranteed revenue stream and return on investment necessary to attract private capital for high-tech recycling plants.
  2. Stopping "Cherry Picking": Informal actors currently only extract high-value metals and dump the rest. EPR mandates the management of the entire device, including low-value hazardous components like toxic glass and plastics.
  3. Resource Recovery: It promotes a circular economy by recovering precious metals and materials, reducing Nepal's dependence on imported raw materials and creating "green" jobs.


Proposed Steps for Implementing an EPR Framework

A phased roadmap is recommended to ensure a smooth transition:

  • Phase 1: Preparatory Phase: Conduct baseline assessments of waste volumes and draft legal guidelines through stakeholder consultations.
  • Phase 2: Pilot Implementation: Launch a targeted EPR scheme for e-cooking devices distributed under government projects (e.g., AEPC programs) to test collection and financial models.
  • Phase 3: Scaling Up: Expand the policy nationwide to include all electronics, such as mobile phones and laptops, while strengthening regulatory enforcement and IT tracking systems.
  • Phase 4: Optimization: Focus on high-level R&D for advanced recycling technologies, such as direct Li-ion battery recycling, to maximize environmental protection.

By adopting these steps, Nepal can align with international best practices and protect its public health and natural resources from the escalating e-waste threat.
